This allows him to have his development and koalas. From this 2013 image we can deduce that a small amount of vegetation is required to be removed for roadways and that , in fact , the remaining vegetation is located on the proposed new lots.
This vegetation is not required to be cleared BEFORE the subdivision re configuration is stamped and sealed by the State government , so Mr Blythe could leave that vegetation intact , and allow any decisions to clear it , to be made by anyone who wishes to purchase a lot. Some buyers might be quite happy to have Koalas on the property.
Note carefully the locations of the Quassia bidwillii (Samadera bidwillii) , which Mr Blythe needs to protect, or he will be charged with knowingly destroying a threatened plant , which he is required to protect as part of his approval conditions.
